Pursuant to the Superintendents Protective Order of October 19, 1999, and its
Order on BCBSMEs Motion for Supplemental Protective Order, BCBSME requests
confidential treatment for certain documents submitted jointly by Applicants in response
to the Superintendents Order on Completeness.

BCBSME seeks confidential treatment for the agreements submitted in response to the
Order on Completeness, Paragraphs 21 and 22, because these agreements reflect the
proprietary and confidential results of negotiations between BCBSME, Anthem and one of its
hospital partners, and the terms of these agreements, if disclosed, could affect future
negotiations between BCBSME and/or Anthem and other hospitals with which BCBSME and
Anthem. BCBSME does not seek confidential protection for the Article and Bylaw changes
BCBSME seeks confidential treatment for the financial data included as part of the
response to the Order on Completeness, Paragraph 24, because the data comprises non-public
unaudited results for year end 1999 and projected income for year 2000. The
Superintendents prior protective orders in these matters has accorded similar
protection for this type of financial information.
For these reasons, BCBSME request confidential treatment of the items
described above.
