Certified General Real Property Appraiser

Description

Certified General Appraiser means a person licensed by the Department of Professional and Financial Regulation to appraise real property of all types.

Application Information

FEES

  • Application fee: $ 50
  • Examination fee: Set by examination vendor.
  • License fee: $ 150

REQUIREMENTS

GENERAL REQUIREMENTS

  • Completed application to include:
    • SBI form and separate check for $8.00 made payable to Treasurer, State of Maine.
    • Credit Card Application if authorizing payment of fees by VISA or MasterCard.
    • Transcripts for approved qualifying appraiser education.
  • Applicant must also
    • Provide evidence of legal residence (not necessarily in Maine)
    • Be at least 18 years old at time of application.
    • Hold a high school diploma or equivalent.

SPECIFIC REQUIREMENTS

  • Hold a valid appraiser license (appraiser trainee, licensed appraiser or certified residential) AND
  • Complete a cumulative total of three thousand (3,000) hours of experience satisfactory to the Board, 1500 hours of which must be for commercial appraisals, obtained in no fewer than 30 months AND
  • Complete a cumulative total of 180 hours of Board approved education, 15 hours of which must be for Uniform Standards of Practice AND
  • Pass the certified general examination.

NON-RESIDENT APPLICANTS AND APPLICANTS WHO HOLD A LICENSE IN ANOTHER STATE

  • An applicant who is licensed in a state that has a current reciprocal agreement with the Board may obtain the equivalent license upon filing the required application(s) and fees together with:
    • an irrevocable consent that service of process may be filed in a court of this State if necessary AND
    • verification of licensure in another state.
  • An applicant who is licensed in a state that does not have a current reciprocal agreement with the Board may obtain a license upon filing the required application(s) and fees AND
    • an irrevocable consent that service of process may be filed in a court of this State if necessary AND
    • verification of licensure in another jurisdiction AND
    • evidence that the license in the other jurisdiction was issued under qualifications equivalent to those in this State (a copy of the other jurisdiction's license law and rules is usually sufficient).

Renewal Information

FEES

  • Biennial renewal fee is $150
TERM
  • This license renews biennially on December 31.
REQUIREMENTS
  • A late fee of $50.00 is assessed for licenses renewed after December 31.
  • An applicant who submits an application for renewal more than 90 days after the license expiration date is subject to all requirements governing new applicants and is required to reapply with original license application, documentation and fees, except that, the Board may, at its discretion, waive the examination requirement for applicants applying for reinstatement within two years of the license expiration date.
  • Renewal applications are mailed 30 days prior to the license expiration date. It is the licensee's responsibility to keep the board informed of the current license address and/or to see that the license is renewed absent the renewal application.
  • CONTINUING EDUCATION - 28 hours of board approved continuing education is required for renewal. Certificates of completion for continuing education must have been submitted in advance of renewal if applicant wishes to renew electronically. CE must be taken within the license period. 7 hours must be USPAP

Certified Residential Real Property Appraiser

Description

Certified Residential Appraiser means a person licensed by the Department of Professional and Financial Regulation to appraise residential real property of one to 12 units or land related to that property without regard to transaction value or complexity when a net income capitalization analysis is not required.

For federally related transactions, a certified residential appraiser may only appraise residential real estate or real property of one to 4 units, or and related to that property without regard to transaction value or complexity when a net income capitalization analysis is not required.

NONRESIDENT APPLICANTS AND APPLICANTS WHO HOLD A LICENSE IN ANOTHER STATE

  • An applicant who is licensed in a state that has a current reciprocal agreement with the Board may obtain the equivalent license upon filing the required application(s) and fees together with:
    • an irrevocable consent that service of process may be filed in a court of this State if necessary AND
    • verification of licensure in another state.
  • An applicant who is licensed in a state that does not have a current reciprocal agreement with the Board may obtain a license upon filing the required application(s) and fees AND

Licensed Real Property Appraiser

Description

Licensed real property appraiser means a person licensed by the Department of Professional and Financial Regulation to appraise non-complex residential property of one to 4 units or the land related to that property when a net income capitalization analysis is not required by the terms of the assignment. For federally related transactions, a licensed real property appraiser may appraise only residential property of one to 4 units having a transaction value of less than $1,000,000.

Trainee Real Property Appraiser

Description

Trainee real property appraiser means a person licensed by the Department of Professional and Financial Regulation to appraise under the direct supervision of a licensed real property appraiser, certified residential appraiser or certified general appraiser those properties that the supervising appraiser is permitted to appraise.

REQUIREMENTS

GENERAL REQUIREMENTS

  • Completed application to include:
    • SBI form and separate check for $8.00 made payable to Treasurer, State of Maine.
    • Credit Card Application if authorizing payment of fees by VISA or MasterCard.
    • Transcripts for approved qualifying appraiser education.
  • Applicant must also
    • Provide evidence of legal residence (not necessarily in Maine)
    • Be at least 18 years old at time of application.
    • Hold a high school diploma or equivalent.

SPECIFIC REQUIREMENTS

  • Within the 5 years immediately preceding application for the trainee license, complete a cumulative total of 75 hours of Board approved education(See attached Appraiser Course List), 15 hours of which must be for Uniform Standards of Practice, and
  • Have made arrangements to work under the direct supervision of a licensed, certified residential or certified general appraiser who meets the qualifications for supervisor.

  • An applicant who submits an application for renewal more than 90 days after the license expiration date is subject to all requirements governing new applicants and is required to reapply with original license application, documentation and fees.
  • Renewal applications are mailed 30 days prior to the license expiration date. It is the licensee's responsibility to keep the board informed of the current license address and/or to see that the license is renewed absent the renewal application.
  • CONTINUING EDUCATION - Trainees are exempt from the continuing education requirement for the fist license renewal. For the second and each subsequent renewal, trainees are requited to show completion of 28 hours of board approved continuing education, 7 hours of which must be for USPAP. Continuing Education must be taken within the two year licensing term. Certificates of completion must be submitted in advance of renewal if applicant wither to renew electronically.

Temporary License

Description

A nonresident who is licensed in another jurisdiction may be issued a temporary license to perform appraisals in this state providing the applicant has met the qualifications for the license prescribed by law. A temporary license authorizes the holder to perform the appraisal of real estate or real property in this State as required by a contract for services.

    • Certificate of Licensure from a jurisdiction in which applicant holds a current and active license.
    • Irrevocable consent that service of process may be filed in a court of this state if necessary.
    • Copy of the contract for services to be performed in Maine

Renewal Information

This license is issued for 6 months and is not renewable, however, the license may be extended for 6 months from the expiration of the original license upon request of the license holder and as necessary to fulfill the terms of the contract for appraisal services.

Our Purpose

The Maine Board of Real Estate Appraisers was established to protect the public through examination and licensure of persons who wish to conduct real estate appraisals for a fee in the State of Maine as mandated by the federal Financial Institutions Reform, Recovery, and Enforcement Act of 1989.

The primary responsibilities of the Board are to identify qualified applicants for licensure, to issue licenses and renewals to applicants who have met licensure requirements and to promulgate rules as necessary to ensure protection of the public to enforce the Uniform Standards of Professional Appraisal Practice (USPAP).
